The Illinois Reimbursement Process

The Illinois UST Fund helps tank owners and operators pay for cleaning up leaks from petroleum USTs. By doing so, the UST Fund also satisfies the federal financial assurance requirements for all Illinois tank owners and operators. Since its inception in 1989, the UST Fund has paid more than $800 million in claims. Illinois generates money for the UST Fund through a $0.003 per-gallon motor fuel tax and an $0.008 per-gallon environmental impact fee, both of which are due to expire on Jan. 1, 2025.

Early Action Phase

During this phase of the reimbursement process, eligible costs can include emergency response and in some cases, tank removal activities as long as they’re submitted within the confines of the program. Pinnacle EMS can capture these costs to the maximum extent possible through our claim process.

Site Investigation Phase

Site Investigation Phase reimbursements can be complicated due to the three-stage structure of the regulations. Budgets are necessary, and Pinnacle EMS’ vast experience can help ensure that no eligible costs are missed through this lengthy budgeting and claims process.

Corrective Action Phase

Bringing your site to closure may happen quickly or take many years and even decades. You may need just one budget or may have many to capture all eligible costs. Pinnacle EMS has worked with many consultants to track and capture unbudgeted costs so that they could be properly submitted for pre-approval and subsequently requested in a reimbursement claim. Since budgets may be spread out over two or more claims, our proprietary software allows you to track your remaining budgets down to the hour/task and show you every task budgeted at a glance. Our tools will help you to maximize your reimbursements during the corrective action phase.
